Biology & Survival, Part 4b - Additional Chemtrail Evidence
A few days ago we published What They Spray While You Sleep, covering the U.S. government’s documented history of spraying populations without consent and the cloud seeding programs running today across multiple states. Since then, a reader sent in some additional leads. We dug into some of them, and the paper trail is not speculation or theory - it’s grants, invoices, government contracts, peer-reviewed studies, hidden-camera footage, and whistleblower testimony.
RFK Jr. Points to DARPA
In April 2025, Health and Human Services Secretary Robert F. Kennedy Jr. was asked directly about chemtrail spraying. His response: “That is not happening in my agency... It’s done - we think - by DARPA, and a lot of it now is coming out of the jet fuel. Those materials are put in jet fuel.” A sitting cabinet member, on the record, naming DARPA as the agency behind atmospheric spraying programs. He had previously vowed to stop the “crime” of chemtrails during the 2024 campaign. That was over a year ago. The only news I could find was outlets labeling the whole thing a “conspiracy theory” and saying “RFK is going full tinfoil”. Well, we know who’s paying them now.
The Whistleblower and the $230 Million Pipeline
In July 2025, attorney Nicole Shanahan - Robert F. Kennedy Jr.’s 2024 running mate and the ex-wife of Google co-founder Sergey Brin - published a report based on testimony from a government whistleblower who held security clearances across the Department of Defense, the Department of Energy, NOAA, and the Intelligence Community. The whistleblower revealed that despite President Trump’s 2020 directive to halt taxpayer-funded climate initiatives, federal grants for “stratospheric aerosol injection” and “solar radiation management” are still being issued - rebranded as “climate intervention,” “solar radiation modification,” and “stratospheric aerosol intervention.” The semantic shifts aren’t scientific. They’re designed to dodge FOIA requests.
The whistleblower pointed to the University Corporation for Atmospheric Research (UCAR), a consortium of more than 125 colleges and universities that manages the National Center for Atmospheric Research on behalf of the National Science Foundation. UCAR has received more than $230 million in direct federal awards. Much of their documentation requires an internal login to access. The whistleblower also directed Shanahan to a 1979 NOAA document titled “Weather Modification” that describes nearly 100 geoengineering projects, including hurricane manipulation, radioactive fog dispersal, microwave chaff deployment, and supersonic ice nucleation. That was 47 years ago.
O’Keefe Goes to Davos
In January 2026, James O’Keefe went undercover at the World Economic Forum in Davos and recorded attendees discussing geoengineering as a business opportunity. Kennedy Ricci of 4AIR said sulfur dioxide is “a cheap way to cool down the earth.” A WEF insider said on camera that he didn’t want “aluminum oxides in his lettuce” and called it “a cocktail from hell that they are squirting over our heads.” A man from Denmark said he works alongside DARPA and that his associates are interested in “artificial rain.” These aren’t conspiracy theorists on a forum. They’re business executives at the world’s most exclusive economic conference, making contacts to expand weather modification programs.
The Invoices: Who Gets Paid to Spray
Weather Modification International (WMI), headquartered in Fargo, North Dakota, is one of the largest private weather modification companies in the world. They operate a fleet of King Air aircraft certified for cloud seeding operations, hold contracts with the Chinese government’s Civil Aviation Administration, and recently acquired SPEC Incorporated to expand their atmospheric research capabilities. In California, the Turlock Irrigation District contracts with WMI for cloud seeding in the Tuolumne River Watershed. A citizen investigator obtained an $81,707 invoice from WMI for a single month of “Aircraft Seeding Operations” in November 2022. When she confronted local county supervisors about the program, they had no idea it was happening. Or they were lying to her face.
500 Tons of Aluminum Chaff Per Year
Separately from cloud seeding, the U.S. military disperses approximately 500 tons of chaff per year - tiny strips of aluminum-coated fiberglass designed to confuse enemy radar. According to a 2001 Navy Medicine paper, chaff can remain airborne for 10 minutes to 10 hours and travel considerable distances from its release point. A 1998 GAO report and a 1999 Naval Research Laboratory follow-up concluded the impacts were “negligible” - the government’s favorite word for “we didn’t look very hard.” That conclusion was based on limited testing from the late 1990s. For context, 500 tons is roughly the weight of 50 school buses. Of aluminum confetti. Dropped from planes. Every year. For decades.
The UK’s Spray Fleet
The U.S. military disperses its aluminum domestically. Across the Atlantic, the spray operations are even more overt. The companies are not hiding. In the UK, 2Excel Aviation - founded by two former RAF pilots - operates modified Boeing 727s equipped with onboard tanks for aerial dispersant spraying. Their own website lists “Aerial Dispersant Services” under Special Missions. RVL Aviation operates two modified Boeing 737-400s for the same purpose and holds the UK Maritime and Coastguard Agency’s Aerial Dispersant Spray Service contract - publicly listed on GOV.UK. The official purpose is oil spill response. The MCA is currently running procurement for a replacement 10-year contract starting March 2027. Whether these aircraft are used exclusively for their stated purpose is a question worth asking.
Cooling California, Burning Europe
A study published in Nature Climate Change in June 2024, led by UC San Diego researcher Jessica Wan, modeled what would happen if marine cloud brightening were deployed off the U.S. West Coast. The results: it would effectively cool California in the near term, but by 2050 it would lose effectiveness locally and intensify heatwaves in Europe through changes in Atlantic ocean circulation. New Scientist, Le Monde, and Euronews covered it. The implication is stark: regional geoengineering doesn’t stay regional. One country’s “solution” becomes another country’s disaster, and nobody in California is going to bother asking Europeans for permission.
The Billionaires
In February 2023, George Soros called for marine cloud brightening over the Arctic during a speech at the Munich Security Conference, citing former UK Chief Scientific Adviser David King’s Centre for Climate Repair at Cambridge. The main funder of marine cloud brightening research at the University of Washington is SilverLining’s Safe Climate Research Initiative. One of SilverLining’s primary funders is the Quadrature Climate Foundation, which The Guardian revealed is run by billionaires whose hedge fund holds $170 million in fossil fuel stocks. So the money trail runs: fossil fuel billionaires → Quadrature → SilverLining → University of Washington MCB research.
Meanwhile, in November 2025, Elon Musk proposed using a constellation of SpaceX AI satellites as “planetary thermostats”, adjusting how much sunlight reaches Earth. He already controls over 10,000 Starlink satellites in orbit, with plans for over 40,000. He’s launching them under the pretext of offering fast internet in rural areas, but it sounds like he might have ulterior motives.
The Academics Want $2.25 Billion a Year
In November 2018, researchers from Yale and Harvard published a study in Environmental Research Letters proposing a stratospheric aerosol injection program at a cost of $2.25 billion per year, using a fleet of purpose-built high-altitude aircraft to deploy sulfate aerosols into the stratosphere. The study concluded this was “technically feasible” and “remarkably inexpensive.” Their words, not ours. The Biden-Harris White House appeared to agree: in 2023, the administration released a mandated report on Solar Radiation Modification outlining the federal agencies currently involved in SRM research, including NOAA, NASA, NSF, USGS, and the Department of Energy. The report was framed as an “assessment.”
Here’s the fun part: the original page on the White House website has been taken down. But the Wayback Machine still has it, you can read it for yourself here. And the full report is on the Wayback Machine here. If it’s so innocent, why is the White House trying to delete evidence and take the page down?
The States Fighting Back
The most encouraging development is at the state level. In March 2024, Tennessee signed into law a bill banning geoengineering, the first state to do so (effective July 1, 2024). In 2022, Rhode Island introduced The Clean Atmosphere Act, an anti-geoengineering bill that would prohibit the release of pollutants into the atmosphere for weather modification purposes. In November 2024, Florida passed legislation banning weather engineering, signed into law by Governor DeSantis (effective July 1, 2025). These bills face enormous headwinds from the federal agencies and corporate interests invested in continuing these programs. But they represent both an acknowledgment that these programs exist, and at least the start of a fight against them.
